Implement support for tags

Now that tags are available(per this), can we get support for the below via the CLI?

1. Sync tags specified in a YAML file to the workspace. Say, preset-cli superset sync tags. This should handle the removal of tags as well.
2. Support syncing tag metadata added to dashboards and charts yaml files via preset-cli superset sync native command. I believe this would get covered once import/export workflows support tag metadata.
