Cannot access VM terminal when using non-native platform image #2159

Bug description

After creating and running a VM from a non-native platform image, the VM boots but the terminal is unusable. The developer console reports an error indicating that the SSH handshake cannot be established.

Steps to reproduce

  • Build a non-native platform image.
  • Create a bootable disk from this image.
    • configure SSH key, username, and password.
  • Create a VM from the bootable disk.
    • specify the username and private SSH key during VM creation.
  • Start the VM.
    • get command execution filed with exit code 125
  • Open VM details
    • Observe connection lost before handshake error
