Fraser River discharge data - looks like previous final month does change

See L300 ish of data-raw/fraser-river-discharge.R. Just put in something to automatically detect such a change, report it, but not worry about it if it's small.

As mentioned, one option that handles all of this is to use tidyhydat. So for the fraser you could pull validated data like:

Yes, I should

• update my data-raw/ code to use tidyhydat instead
• mention tidyhydat in the help for people who want to get data for other stations

We wanted these values for another project, and I found it easier to just incorporate them into pacea. But definitely don't need to get all the stations into pacea, so will direct people to tidyhydat.

• Also from SOPO 2026, add to help file a comment from Ian Giesbrecht's talk about Hope not being the best representation of final outflow of FR. 6.5% of the watershed is below Hope. The rest is beyond Hope.
