Add license clarification or (remove `LICENSE` file entierly if applicable)

Hi!

I want to use this project to quickly start some projects and it does that job perfectly.
However I am a bit confused about the LICENSE file.

is the LICENSE:

1. just a default for the template and Im free to change it after invoking make start?
2. is the license for the arg parsing and initial code shipped with the template?
3. or do you require that if I use this project to set up one of mine I use the same LICENSE or one that is compatible?
