[Bug] Unable to edit cohort of a post

In a course forum that is divided by cohorts, a moderator can create posts specific to cohorts. They should also be able to edit cohort selection when editing a post.

However, when the post is submitted after changing the cohort in edit mode, the changes do NOT take effect.

To reproduce:

1. Divide a course by cohorts from the Instructor Dashboard.
2. Divide forums by cohort in Studio from Page & Resources > Discussions > edX (new) > Divide discussions by cohorts.
3. Use a Discussion Admin or Moderator account to create a post specific to one cohort.
4. Try changing the cohort by editing the post.

Resolution

The current backend and frontend API implementations do not allow editing the cohort while the cohort dropdown is visible.
A frontend implementation has been added to support the API for sending the cohort parameter.

However, backend implementation is also required for this to be fully functional.
