Spec

• Components have sidebars that open when selected
• Components have overflow menus in-line with the component name in the header specified in Sidebar Overflow Menus #2790
• If the component is a library reference, the component should have a library reference block defined in Library Reference Card #2791
• Add sidebar for component blocks are inactive styling
  • Upon hover, there should be a tooltip: Cannot add content to components
