Update for new PVLive regions

Detailed Description

We need to update the solar-consumer to save new pvlive consumer

Context

• there's a new release
• there's 1 new GSP, and 3 gsps with be split (new ones will be put into new gsp_ids, and old ones will no longer server data)
• UI and Adjuster uses PVLive values
• Forecaster uses capacityes from gsp, but will onyl load the last 2 days of capacity data (data-platform will fix this)
• After forecaster is retrained, it will use the new gsps
• We should update the forecast to use region names not gsp_ids
• The idea is PVLive will deploy this on a alpha release first, where we can do these changes, then they will move everything over

Possible Implementation

• The idea is to pull all the new data, and calculate the old gsps.
• For the new gsps that have split, we need to add them up and save them as the old one
