Save BE to data-platform

Detailed Description

Task is to get the BE generation data to save to dataplatform

Context

• fetch Belgium generation #145
• similar to Save NL to data-platform #146 but for BE

Possible Implementation

1. Add BE data to be saved into the data-platform.
2. You'll need to look up if the location exists or not, if it doesnt then create it
3. Currently hard coded the observername, you need to make a new one for nednl

Tests
3. Write unit test for saving to data-platform
4. Spin update data-platform locally and run app and check its saved. You'll need to make sure you add the BE locations to the data-platform before running the solar-consumer
