Operator should watch sts/deployment/cm for reconciling

Currently, the operator only watch observatorium CR. That means if the user manually changes the sts/deploy/cm etc, it won't be reconciled back.

I did some investigation before, here is a blocker for this issue - brancz/locutus#33
