FOIA app should have topic pages, without foregrounding the birds-eye view of all FOIAs.

(And set a default Topic for everyone, so they don't see other projects FOIAs; except lawyers get the birds-eye view)

So if you're an editor on the Whatever Project, you could set your default project to that and see Whatever Project-related FOIAs on the front page.

If you're a reproter on the Whatever Project (and you set it to your default project), all of your FOIAs will have that autofilled as the project.

definitely still needs links to project pages (but the URLs work) and some thinking about how users can adjust their default project (rather than my assumption until now that ordinary users don't have to interact with any Django admin stuff besides adding FOIAs.)
