Full transition from PICASO SQLite to HDF5

• Add function to convert old SQLite formatted data to HDF5 HDF5 support for resampled opacity DB #399
• Add function to directly create HDF5 files from the backend opacity data
• Get rid of the concept of ptid because that is a relic of old irregular pressure-temperature gridding. We can now move forward and assume we have fully square pressure-temperature grids
• deprecate all 1060 code
• Determine process to check for default resampled opacity file. Currently config.json looks for opacities*.db in the opacities folder and chooses the first one. There could be more sophisticated ways to do this, or we ensure one naming scheme for the main default file.
• With HDF5 format we should revisit indexing to optimize performance see WIP Optimize opacity data reading performance #360
