Consider deprecating & removing iroh::protocol::AccessLimit

AccessLimit predates the new iroh::endpoint::EndpointHooks API. We should investigate if all cases where one would use AccessLimit are covered by the new API, which can handle both incoming and outgoing connections. If so, we should deprecate in an upcoming release & remove entirely before 1.0.
