The citation nodes are special and contain metadata that we should preserve while parsing.

Hmm, there isn't anywhere else in Mammoth where we add in data- attributes or similar, and I don't think that feature should be on by default.

Ideally, there would be some way of mapping the metadata (whether from citations or other nodes) into the HTML for the specific use case.

I suppose one option would be to add a document node that just represents a literal HTML node, and then a document transform could wrap any citation nodes (or its children) in such an HTML node with the relevant attributes.
