Currently MSS does not always pad with rests when voice is changed for selected notes. While there certainly are situations where you wouldn't want to pad with rests, this will be an improvement for common use-cases.
Problem to be solved
When changing to a voice that doesn't yet have any notes/rests in a bar the whole bar should be padded with rests appropriate to the time signature/beat groupings.

When changing to a voice that already has notes/rests in a bar, pad forwards and backwards to the first encountered note/rest in that voice. Explicitly hidden rests should not be made visible.
