MOSN 作为 Istio 的数据平面

在windows 环境下，按照文档：https://mosn.io/docs/quick-start/istio/来配置mosn，发现istio安装这一步出现如图片看到的问题，请问有对应的解决方案吗

如下是文字版本的操作记录
