Implementation plan: Same measure reported multiple times

If a recommendation is added multiple times for different risks the same recommendation appears multiple times in the Implementation plan making the implementation plan very heavy with same information repeated multiple times.

To Reproduce
Steps to reproduce the behavior:

1. Create a new analysis from blank
2. Import the attached .json file ILR_En_Gas_Supplyofnaturalgas.json
3. In step 4 generate and download the Implementation plan. This implementation plan should be same as "TestImplementationPlan.3.docx" where the recommendation is appearing twice. In a real scenario these recommendations are added hundreds of times making the implementation plan unreadable.

The reason of multiple recommendation is because there are two risks which have the same recommendation:

Expected behavior

1. I expect the recommendation to be added only once to the implementation plan and be sorted based on the Importance.
2. I have additional question as to where to add or view the following fields appearing in the implementation plan:
   Comment | Manager | Deadline
   Currently these fields do not appear in Recommendations in the Knowledge base where I was expecting them to be.

Answering your question:

I have additional question as to where to add or view the following fields appearing in the implementation plan:
Comment | Manager | Deadline
Currently these fields do not appear in Recommendations in the Knowledge base where I was expecting them to be.

The fields are populated in the step 4 of the analysis "Implementation of the risk treatment plan".

In addition to the issue the recommendations that are linked to the assets' risks are displayed only once, but has to be as many as linked to different risks.
