Add Snap Store publishing workflow

The current Snap workflow builds the snap package and uploads it as a GitHub Actions artifact.
As a follow-up, we should add Snap Store publishing using snapcore/action-publish. This would allow publishing builds to the Snap Store.
This requires Snap Store credentials to be configured first, likely as a GitHub Actions secret.
