Hide progress messages when invoking tools

• When creating a virtual env we shouldn't display the progress for venv creation
• When creating a virtual env we shouldn't display the notification that venv was selected
• When installing we shoudln't display progress messages for package installation
  Similarly for other actions performed from chat panel via tools shoudlnt result in progress messages being displayed

A lot of this will go away when we replace the Python extension functionality with Python Environments extension.

But today we are already using the python envs extension api, and from what I can tell those APIs also display such messages

IE from what I can tell it won't go away, some work is required

Currently, we try to support both current and new behavior. When the replacement occurs, all code in Python extension that had anything to do with environments will be removed.
