The actions gradle/actions/setup-gradle@v4 and ruby/setup-ruby@v1 are not allowed in microsoft/fluentui-react-native because all actions must be from a repository owned by your enterprise, created by GitHub, or match the pattern: microsoft/react-native-test-app/.github/actions/[email protected].
