PLT-7566 Docker environment lacks support for `marlowe-oracle`

The docker compose file for the Marlowe Starter Kit does not include an image with the marlowe-oracle executable. Neither does it expose the ports required to use marlowe-oracle externally. See https://discord.com/channels/826816523368005654/936295815926927390/1152019747370700943 for more details.
