Add support CSI with virtualization use VMware

In container not scan disk on host with current way. I think we can change to another options

echo '- - -' > /sys/class/scsi_host/host0/scan
sh: can't create /sys/class/scsi_host/host0/scan: Read-only file system

Environment:
VMware esxi 8.0
Cloudstack 4.19.0.1

• cloudstack-csi-driver version: 2.0.2
• Kubernetes version: (use kubectl version): 1.29

We are currently not using this on VMware so there is not a lot of incentive for us to address this any time soon from our end, but i will leave the issue open.
