[Recommended update] - update modal appears again and again in app life cycle even if user click Cancel

This is annoying from user perspective, you click cancel  on recommended update popup, but we still attack user with this popup.

 

1. Recommended update popup appear
2.  Click Cancel
3.  Wait 5-7min

**Actual result:** Popup appear again
**Expected result:** Popup will not appear again in this app lifecycle
