Composer remove failing on startup/rebuild, causing build steps to be skipped

When rebuilding lando for a backdrop site I get an error that I'm unable to track down.

Apologies if this is a core lando issue and not related to the backdrop plugin.

All settings correct for using Composer
Downloading...

Composer (version 2.9.7) successfully installed to: /usr/local/bin/composer
Use it: php /usr/local/bin/composer

Changed current directory to /root/.config/composer
