Upgrade `VirtualService` manifests from `v1alpha3` to stable `networking.istio.io/v1`

Motivation

There now is a stable version of the istio manifests that we're using within kubeflow/dashboard repository, therefore we should adapt out manifests to use them instead of the current alpha ones.

Implementation

The following files require changing:

• components/centraldashboard-angular/manifests/overlays/istio/virtual-service.yaml
• components/profile-controller/config/overlays/kubeflow/virtual-service.yaml
• components/centraldashboard/manifests/overlays/istio/virtual-service.yaml
