Pausing for parallel algorithms

Follow-up to #67 to also implement pausing for parallel algorithms

• Implement internal early-stopping for parallel algorithms
• Ensure parallel algorithms correctly set their progress, max time and sync times to account for pause + resume
• Implement config file output on pause for parallel algorithms
