Should `julia-downgrade-compat` be called before or after the `cache` action?

The README example doesn't include the widely used julia-actions/cache action.

Should julia-downgrade-compat be called before or after running the cache action?

I think downgrade after cache. The way cache works is that it will run again after the downgrade automatically.
