Atum Logo / Toolbar Inconsistencies

This issue has been created after some discussion around #5 .

Problem we're trying to solve:

Interactions in the toolbar are not always consistent.

Logo:

• Sometimes it's linked, sometimes it's not (ie, in edit screens, on the home dashboard, on the login screen maybe?). That's not a bad thing, but there's no visual indication of when it's linked vs when it's not.

Toolbar buttons:

• The default order of buttons should be reviewed.

Possible solutions include:

Logo:

• Add hover styles?
• Remove from edit screens?

Things to remember as we discuss this issue:

• Different people have different workflows
• If the logo was linked on the home dashboard to the same page, is that an accessibility issue? If so, what about the menu item to the active page? Is that different?
