Evaluate migrating to a different MIDI library

mido has some interesting quirks with port names, poor typing, and we're not supporting any other MIDI backends or making use of any of the higher-level functions/decoding. See commit 0ea9427.

We should consider migrating to python-rtmidi, which is the one backend that we're already using.

We'll probably want to have a higher-level library like mido for handling displaying captured MIDI messages when we implement that later in 4.x, so we shouldn't move to python-rtmidi at this time.

It did look like mido is undergoing a rewrite to 2.x, which would bring some serious improvements.

Also worth considering is libremidi, which is a newer replacement for python-rtmidi, but also has message parsing/decoding features that we'd currently need mido for.

tldr: We should stick with mido, but potentially hold off on implementing features that use more advance message parsing, and re-evaluate libremidi before we do.

libremidi now has published Python bindings (pylibremidi), we should evaluate how this works and considering migrating to it.
