Reload log level configuration on SIGHUP

PR: feat: reload config and set log level on SIGHUP

This is very helpful in debugging problems without rebooting data nodes.

Often, we need debug level logging, but operational constraints prevent restarting nodes to set that level.

Now the log level can be set without stopping the node.
