New Bs5 search boxes when there are multiple containers on a page

There are nifty search boxes as part of each container, but the use for those boxes makes much more sense if a search could be applied to an entire page.

/ipr/ makes for a different story.
It's confusing to have a search box (that doesn't search all the IPR statements) right below a Search button that ostensibly does.
