Python preamble at start of main README

Looks like changes were merged in from @chrisgilldc, and it altered the very start of the main README.
As it stands, at a casual glance, it looks like this whole repo is a Python library, which it is not.

I guess this paragraph needs to be re-worded and moved here?
IDK about Python tho, or really understand what it is saying about versioning, so I don't really feel qualified to do it myself.

Yup, that's very fair. I wrote that when I made a fork to test making it PIP-installable and didn't fix that up before it got merged back in.
I'll work up some alternate language.
