blur config enhancement

Description

currently the only way to remove blur is to delete blur config. Can we have the following ->

1. similar structure to hyprland config. background:bluri.e, blur is subsection of background
2. background:blur:enabled option -> so that user can toggle blur without having to disable blur by deleting the config.
3. blur config consumption hirerarchy -> first priority is config defined in hyprlock.conf, Second priority is config defined in hyprland.conf, 3rd priority is default config stored internally in hyprland. -> This way user can just use hyprland.conf blur settings without having to redefine them and can just define those vaues that they want to overwrite.
