0.0.44 doesn't fails `bazel mod deps`

This commit seems to have broken things for us: 12fd477

When I run bazel mod deps with that commit I get the following error:

When I use the previous commit things works for us: b418962

I haven't had a chance to dig into this one, but I figured you may want to know.
