Add page on how to start a new PyHC package

At the PyHC meeting today, the topic came up about the difficulty of knowing what to do when starting a PyHC package. Should we add a page to PyHC's website that covers this?

Some of the topics and suggestions could be:

• Look through existing functionality
  • Would it make sense to add the functionality to an existing PyHC package?
• How can packages be made interoperable with PyHC?
  • For example, if the new functionality would analyze solar observations, could sunpy.map.Map be used?

• Should we start holding PyHC office hours?
