This is the compatible catalog update from v0.4.0 to v0.4.1. The preset ID, optional scope, and recommended priority 40 remain unchanged. The previous catalog update was merged in #2981.

• Requires stable labels and deterministic ordering.

• Keeps repeated stop/status/resume output understandable without visual cues.

• The published v0.4.1 release, manifest, MIT license, tag-bound README, and exact archive URL were rechecked before submission.

• The tagged README contains the matching specify preset add --from https://github.com/hindermath/spec-kit-preset-a11y-governance/archive/refs/tags/v0.4.1.zip installation flow.

• The managed ten-preset profile and installed registry already use v0.4.1 at priority 40.
