OSC 99 style desktop notifications

Coming from kitty, there's a nice way to implement desktop notifications, e.g.

printf '\x1b]99;;foo has been updated\x1b\\'

This makes it easy to add notifications to scripts, processes, etc. More info on how kitty implements it here:

Just curious if this would be something easy to implement or not.

Note PR #10467 for parsing OSC 99 sequences. Actually sending notifications is not implemented yet.
