Add E2E differential expression workflow config to BRC

Overview

Update the workflow config to include the new E2E DE workflow request.
This should likely be done using the site config that masks it, as with other workflows we do not currently support.

Is there a dependency here on getting this workflow to IWC first?

• Register with IWC
• Config BRC with the workflow

note to future self: i think we said we would have the new de rnaseq workflow handle both pair and single end data, and have the de subworkflow be optional, which would mean we can at the same time potentially remove the two existing rnaseq workflows.
