The error is telling you that you do not have the species of AIR defined. Since the species does not exist, you cannot use it for a particle. AIR is the default background species, but if you define another species as the background, then you would no longer have AIR as a species.

You have the addition issue that SPEC_ID for particle invokes a liquid evaporation model (Chapter 15 Particles and Droplets, Section 15.1 Basics). Unless you are injecting a spray of liquified air, then you are not using the correct inputs for PART. There is an entire section of the FDS User's Guide devoted to how to inject a gas using particles.
