Bug: Toolbar customization groups can't be clicked

Description

Unlike other group header, the toolbar ones can not be clicked to expand and collapses them

Steps To Reproduce

1. Open toolbar customization
2. Click any header
3. See it only highlighted

Are you referring to the tree view on the left side of the window? What behavior do you expect when clicking them?

They should expand and collapse when clicked (rather than just the arrow), like the headers on the sidebar do

I think this is working as designed. The customization window uses a Tree View whereas the Sidebar in the app is modeled after the Navigation View.

I think most would see it as broken, as it doesn't do anything when clicked.
