Deleted packages are considered within coverage report.

I reorganized my package structure and deleted few packages.
The coverage reported as missing coverage for the deleted packages.

for e.g. In the attached image, I moved /internal/repository to /postgres. It should not have reported the status for deleted package

Right now we only pass in the list of changed files but we do not distringuish between deletions or renames. We could probably get this info from tj-actions/changed-files which runs in the action before the coverage report is created.

Marking this as a feature request in case somebody would like to pick this up. Until then, I'm fine with the existing behavior.
