Update workflow, update dependencies and release new major

Currently the package-lock.json uses a very old format of npm v6, which was shipped in Node.js v14.

I think we should drop v14 and v16 and update to latest npm.

next is ready for this, I tried only updating package-lock to get the version up but I get dependency conflicts for some reason
