Hiera available on 🤗 Transformers!

Hello there!

Hiera support is being added on this PR to the Hugging Face transformers library!

MAE, base and in1k fine-tuned checkpoints are already on the hub here

@dbolya We want to move the checkpoints to Facebook's org and we would appreciate some help with the model cards

@dbolya I'll update the model cards for the checkpoints (I'll use a template for the fine-tuned, MAE and the base model) and will ask someone from Hugging Face to transfer the models to Facebook's org (c.c. @NielsRogge) and then it would be nice if you could check if the model card is fine
