Safe Shutdowns for Solar Kits

Solar cameras have an MPPT component that helps track power consumption but we don't do a safe shutdown yet.
We also still dont have a UPS component in solar kits which is could help with power lost.

Introduce the concept of a safe shutdown when power is unstable for a solar kit.

My view on this:

There are 2 types of battery.

One is for safe shutdown. This is a small battery, maybe just a capacitor with a few seconds of juice. It just needs enough time to stop recording and to deliver a message that it is shutting down. The second is for extended functionality / UPS. This battery is optional and is not related to safe shutdown. It would be nice, however, if ExNVR was aware of the battery status. Maybe a framework like this would be helpful https://networkupstools.org/
