Add payload attestations to `sanity/blocks` tests for Gloas

Presently LH can pass the v1.7.0-alpha.2 sanity/blocks tests by commenting out our implementation of process_payload_attestation. This suggests the tests do not exercise this code path at all.

I can't seem to find this directory "tests/mainnet/gloas/sanity/blocks" in the repo. Here's where I checked and was referring to "tests/core/pyspec/eth2spec/test/gloas/sanity" @michaelsproul

The directory I'm referring to is in the release tarball. The generators for those tests live in this repo.
