Add button for predefined bottom panel height + Command Palette

Requested in #2475

Chipmunk 3 provided a button to expand/shrink the size of the bottom panel which is still missing in Chipmunk 4.

It's needed to have the button back and also to consider to have a command in command palette to toggle the size for keyboard driven workflows
