shutter handle non-matching ordering of decryption keys based on txnindex

got 2 encrypted txns to build in 1 slot, but the keys were not following the order of the txnIndex (check below), so instead we need to build a map[IdentityPreimage]*proto.Key instead of map[TxnIndex]*proto.Key
