Service downloads all output files #157

Describe the bug
The service downloads all output files to a temporary directory. This is unnecessary in the context of cwl-WES which doesn't actually do any computation itself and shouldn't need to broker input/output files to the user.
Note that this is likely an issue with cwl-tes or cwltool. Investigate the problem in more detail, move the issue to the appropriate repo and update this description.
