User fell into a reconnecting state but continued to transmit audio/video/screenshare

Steps to reproduce

1. Start a group call on Element Web.
2. At some point, Tom's internet flakes out.
3. He sees a reconnecting screen and can't see us, but we can see/hear him.

Outcome

What did you expect?

That the user tile was hidden or marked as inactive in some way.

What happened instead?

The user tile continued as normal but they could no longer hear or see us.

Not that it helps dramatically with diagnosis I imagine, but my Internet crapping out was down to issues with my local home mesh wifi. It needed it's biannual reboot.

The app is indeed supposed to pause any transmission of media when the other half of the connection dies. @lampholder Are you able to submit logs?

Also worth re-testing this once Element Call 0.17.0 makes its way into the desktop app. It's quite possible this is fixed already.
