[Feature] Fetch SOC from Pylontech SOC

[ele-dev]

Use USB-RS232 interface (console port) to communicate with Pylontech battery management system directly.
SOC is not strictly necessary for control system but could be fed via MQTT to measurement database and the dashboards.
