The complete SCOPF problem data and GOC3 adapter shipped through #242, with C and Python access through #243. #246 narrows the public API so GOC3 remains source adaptation for ScopfInstance rather than a general problem type.
A balanced Network cannot be converted to a complete GOC3 SCOPF document: it does not contain the required time axis, reserve products, energy windows, price blocks, or contingencies. Future problem families belong in powerio-prob when their complete input data is defined.
This issue is superseded by the shipped problem instance surface and the corrected crate boundary.
